Risø WindConsult offers Consulting Services and Technical Assistance for integration of wind power and other renewable energy technologies in decentralised or isolated hybrid power systems.
Clients and Background Risø has a long track record as consultant on wind power projects and studies in isolated power systems. Risø has since 1980 participated in such projects and related technology transfer in Europe and Brazil, Cape Verde, Egypt, India, Indonesia, Mongolia, Lesotho, Nepal, P. R. China, Pacific Island Countries, Russia, Somalia, and Tanzania.
Services, studies and measurements have been performed in close collaboration with recipient countries, companies or organisations on contract with Danish and international authorities, and donor agencies like Danida, Danced, UNDP, UNEP, WB and EU-programmes, as well as investors, industry, power companies, and others.
The Consultant's Team Risø works as sole-, lead- or sub-consultant. The consultant's consortium composition depends on the specific project requirements, and Risø enters into contract agreements with private consulting firms and other institutions in order to provide the required set of expertise for a project.
Feasibility study tools In-depth analyses for wind power projects are a special interest and subject for research at Risø. A host of models have been developed at Risø, ranging from wind resource assessment (WAsP), to power system analysis (WINSYS) and economic analyses and cost of energy calculation (COSTEST). The development of these tools is governed by the interaction with clients and projects world-wide. The application in wind power projects provides feedback for model validation and further development of tools. WINSYS (illustrated in the diagram) is a power system performance model particularly developed for wind power projects in isolated power systems with high wind energy penetration.
Cape Verde High Penetration Risø acted as principal adviser in Cape Verde. Since 1995 Cape Verde's diesel based systems have 15% of the electricity supplied by wind power. Risø also studied expansion to 35%. WB funding for the expansion has been approved. The Services included
- feasibility study, project design and co-ordination
- wind resource assessment and wind farm siting
- power system modelling and design
- wind farm sizing, layout and micro-siting
- technical specifications and tender evaluation
- performance verification - WTGs and system
- assistance and training in power system operation
Some performance statistics for three years operation - 1995, 96 and 97 - are shown in graphical form.

 | The Services In the various phases of the project cycle of a wind power project, services are offered as required for Preparatory Studies
- feasibility studies, project and system design and expansion planning, technical due diligence,
- power system modelling, supervisory controls, operational strategies, power mix, grid design,
- wind measurements, wind resource assessment, energy production estimation.
Procurement, Construction and Operation
- technical specifications, tendering, supervision, project monitoring, training, co-ordination,
- test and assessment of impact on power quality, power system components, control systems,
- performance verification of wind turbines,
- optimise operation strategy, short-term prediction.
Method and Know-how Employed Studies and technical assistance for a wind power project in an isolated power system with high wind energy penetration requires data and modelling on both wind conditions and power system. Measurements may be needed. Wind farm siting, sizing, layout, grid design, structural loading as well as impact on power quality and environment are equally as relevant as for large "grid connected" wind farms. Additional details regarding grid integration - power mix, power system operation, controls, performance and stability aspects - have to be studied. Risø possesses the expertise to do all these studies. As a technology centre, Risø applies the special qualifications and know-how developed through research and activities such as
- wind turbine system testing and power curve measurements - accredited by DANAK,
- contributions to and chairing of international design standards for wind power - e.g. in the IEC for wind turbine design and performance testing, power quality, isolated RE power systems,
- development and implementation of the Danish wind turbine type approval and certification scheme.
