The NEEDS project is a large EU integrated project that runs in 2004-2008. It consists in three main activities:

  • Life cycle assessment (LCA) of future energy technologies
  • Monetary valuation of externalities from energy production, transport, conversion and use
  • Integration of LCA and externalities information into policy formulation and scenario building.


Risø is involved primarily in the first and third of these, especially on integrating methods of life cycle assessment and long-term technology foresight. The project also includes a multi-criteria decision analysis to examine the robustness of the pro-posed technological solutions in view of stakeholder preferences. The overall objective of the NEEDS project is to evaluate the full costs and benefits (i.e. direct + external) of energy policies and of future energy systems, both at the level of individual countries and for the enlarged EU as a whole. The project contributes to the important goal of developing sustainable energy systems, and more specifically on developing socio-economic tools and concepts for energy strategies.
