IEA-ETSAP, Annex X, 2005-2007, Danish participation

ETSAP - Energy Technology Systems Analysis Programme is the IEA Implementation Agreement which is known for the development and use of the MARKAL and TIMES models for optimisation of energy technology choice. The main objective of this project has been to disseminate methods and data to the Danish model community.

An important part of the cooperation within the IEA (International Energy Agency) is organised through national contributions to ”Implementation Agreements” on energy technology and energy analyses. One of them is ETSAP (Energy Technology Systems Analysis Programme), started in 1976. Denmark has signed the agreement and contributed to some early annexes. The main activity is semi-annual workshops focusing on presentations of model analyses and use of the ETSAP' tools (the MARKAL/TIMES family of models).

ETSAP Annex X, "Global Energy Systems and Common Analyses: Climate friendly, Secure and Productive Energy Systems" covers the period 2005 to 2007. The Danish Energy Authority has paid the fee for participation in the annex and financed the participation in the workshops and dissemination within the Energy Research Programme 2005.

The semi-annual workshops are held back-to-back with an annual International Energy Workshop or regional research projects that benefit from the ETSAP activities. The recent ETSAP workshops have been:

  • Taipeh, Taiwan, April 2005 - Technical Conference of Energy Models Users’ Group: Global and Regional Energy Modelling. 
  • Kyoto, July 2005 - Annual Meeting of the International Energy Workshop 2005, Jointly organized by RITE, CRIEPI, EPRI, IEEJ, JSER, NEDO, EMF, IEA(ETSAP) and IIASA 
  • ”Models and studies”,Oxford, November 2005 - Workshop on Modelling Future Energy Technology Cost and Technology Choice, organised by UKERC, in collaboration with ETSAP, PSI, DTI and AEAT
  • Cape Town, June 2006 – 25th International Energy Workshop, organized by IIASA, EMF, IEA and the Energy Research Centre of the University of Cape Town. 
  • Stuttgart, November 2006, jointly with NEEDS. Development of national and global models using the TIMES model and the interface VEDA. 
  • Stanford, June 2007 – International Energy Workshop 2007, EMF, IEA, and RFF 
  • Brasilia, November 2007 – IEA/NEET Workshop 
  • Paris, June 2008 – International Energy Workshop 2008, EMF, IEA, and RFF


It follows from the list of workshop that the project has also benefit from the EU project ”NEEDS - New Energy Externalities Developments for Sustainability” . ETSAP is contributing to a part of NEEDS that develops the TIMES model for 29 European countries and a Pan-European model with assessment of future technologies. The first preliminary results of the NEEDS-TIMES Pan EU model was presented in the autumn of 2007, and the model will be further developed and used within other projects, e.g. RES2020 under Energy Intelligent Europe.

Centre for Energy, Environment and Health (CEEH)  is a strategic research centre which was started in January 2007 run over 5 years, funded by the Danish Council for Strategic Research. CEEH is a collaboration between scientists from different research fields, with the mission to develop a system to support planning of future energy systems in Denmark, where both direct and indirect costs related to environment, climate and health are considered. The ETSAP tools, data and scenario assumptions can be used by CEEH, and one of the first activities of CEEH was a presentation at the International Energy Workshop at Stanford in June 2007. The first results of the NEEDS Pan-European models was presented at the first CEEH workshop 6. and 7. February 2008

A key activity of the Danish project has been pre-conference meetings before the workshops in Cape Town, Stuttgart, and Stanford. The pre-conference meeting before the workshops in Paris 30 June to 4 July was held on 9 June 2008 in Copenhagen.


The project has been extended until 15 July 2008. A final report will be published by the end of the project.
